To meet the increasing domestic demand forenergy brought by the dramatic economic growth is undoubtedly an issue of toppriority for China.At the decision-making level, Chinese government has always persisted inutilizing domestic resources to the greatest advantage in the first place. But the acute shortageof domestic resources and the rapidly growing demand for energy led toincreasing dependence of China on energy import from abroad, and that directly gets tothe national security and therefore，demands corresponding involvement of China. Sincethe transportationby sea is not that reliable, diversity of energy supply channel is imperative, and pipeline transport of theCaspian region has become the first priority. There is fierce competition inthis region, and Russia isunderstanding about China’sinterest in Central Asian energy projects. To develop relations of friendshipand cooperation between China,Russiaand Central Asian countries is particularly important for regional stabilityand security. The two pipelines from Central Asia to China are of strategic significancenot only for Chinese energy security, but also for the entire complex of energyprojects in the Caspian region.
